A long term irritant on my HTPC running Mint 21.3 is that the menu
rising from the start button is only 3 icons/rows high. I would like to
restore it to its regular height.

Have you tried this?

Right-click on the start button > Configure > tab Menu > Restore menu to
original size.

Have you tried this?
Right-click on the start button > Configure > tab Menu > Restore menu to
original size.

FYI you can also simply drag the pop-up menu edges to resize.
